My daughter got a credit card offer @ my friends house in florida,how is this possible when she is 11 yrs old!?

I don't understand how my friend got a credit card offer in the mail at my friends house in florida? She is only 11 years old!!!??? The only thing I can think of is that I requested several private school applications this past spring and all the brochures and applications came in her name. Is this the reason, does anyone know. I have requested a credit report and nothing came up!!! I am a little scared! Any help would be appreciated!!!!! Thanks!!!!
