A few question about covalent and ionic bonds?? please help me!!?

Its a covalent bond because electrons are shared and not transferred. Oxygen has 6 electrons in its outer shell which are its valence electrons and hydrogen has 1 valence electron. 2 hydrogen combine with 1 oxygen so they are sharing electrons unevenly so it makes a polar covalent bond. To be stable elements combine to have 0 or 8 electrons in their outer shell, this arrangement satisfies having 8 or 0 in the outer shells. But the answer is polar covalent.
