Cant find this movie?

denzel washingtons the main actor i think..and its a 1900s movie..hes the chief of a small town police department but hes a criminal i think..the only part i remeber is wen hes sneakin around a house and an old lady see him..then she goes to the department the next day and points him out but her granddaughter says it cant be him because hes the chief of the police there..anyone know the movie??
