Does an American at&t phone need to be "unlocked" to work with another GSM carrier in the UK?

My girlfriend is studying in Scotland for the next year, and she'd like to use her at&t Blackjack II while she is there, but with a local Scottish wireless company. Do I need to get it "unlocked" before she leaves, or can she just use the sim card from the other company when she gets there? Thanks!
