How did the civil rights cases,1883, undermine the guarantees of the 13th amendment?

As a consequence of these decisions, there was a precedent for the segregation of blacks in the area of housing, public life, employment, etc. The court system decided that the 13th Amendment only meant that slavery was abolished; they didn't think it applied to discrimination. So discrimination was legally allowed for a while.
